CHARLOTTE — Here's something that doesn't sit well: Developers of the U.S. Whitewater Center in Charlotte plan to ask local governments to cover that park's losses in its first year of operation. The center has already lost three times more than expected.

WINSTON-SALEM — Legislators keep nibbling at the edges of the state’s transportation problems while refusing to recognize the obvious: There’s not enough money in the system to do all that needs to be done, and voters are ready to help.
