RALEIGH — If there's to be a soundtrack to some future movie about Randy Parton and the city of Roanoke Rapids, it's unlikely that sister Dolly Parton's most famous tune, "I Will Always Love You," will be the theme. Surely, there seem to be irreconcilable differences.
